This error can happen when you are using HTTPS connection with user attributes, with separate credentials for Dev and Prod mode, but the credentials for Production mode don't work. The dev user attribute credentials worked, so the git connection test passed, but the credentials entered for Prod were not authorized.
This can also cause the git workflow button to not show up
