I'd like to run a small flat file CMS php site with google cloud's free tier offering. I could use other free hosting providers, but they tend to be slow with page speed even if I'm serving just static pages (I presume google will be faster). When I follow any of the guides online, selecting everything specified in the free tier offering, it still shows a monthly estimated cost associated with it. Why do they call it a free tier if it's not? Or have I missed something? Thanks!

It is free tier IF you will not utilize more resources than listed in this [1]page. In other words, if you will not exceed free tier limit quotas, your billing should not be charged.

Oh I see; it's kind of misleading when you are configuring the machine because it shows a price on the right side. So we're led to believe that's the monthly fee. It keeps going down as you choose the specifications in the free tier, but it never goes to $0 so that's why I thought something was wrong. Ok, thank you.
