Greater/Less than alert on time series data

I'm trying to understand how alerts on time series actually work (as it's not really clear from the documentation). Documentations states that Alert queries will check the latest row of time series..., so with this in mind I created two alerts on the single dashboard panel: one using changes by, and one with greater than conditions. Few days ago condition was met and both alerts were triggered, and since the check interval is less that time granularity (3 hours vs 1 day), alerts were triggered multiple times a day (which is expected). However second alert was triggered even next day - even though condition wasn't met that day (so previous value was used). Which makes me thinking that only conditions which compare data operate on latest row(s), while simple threshold condition works for the whole time range.

Could someone please clarify this moment?
