Why I cannot see the filter tab in the dashboard schedule modal?

This issue could happen if one of the dashboard filters is broken and requires a fix. Typically this happens to the field type filter that the underlying field is renamed or removed. Once the filter is fixed, the filter tab in the dashboard schedule modal should show up.
