Why doesn't my user COUNT() in History explore match total existing users? (System Activity)

The History explore in System Activity is NOT the best place to see ALL users, looks, dashboards on the instance. The reason for this, is because History only tracks query events, so if a user has not done anything in 90 days, or a look or dashboard has not been queried in 90 days, it will not show up in History.
