Why does i__looker (or System Activity) show cache runtimes as being the same as the original query's runtime?

The History view's "Runtime in Seconds" will always represent the original query's (the query that was cached) runtime. So this is why you're seeing the cache Result Source queries have the same runtime as the query Result Source queries. The only way to really tell how long it takes for a query to return from cache is through logs.
