TL;DR: The model configuration controls SQL Runner connection access.

The user needs the following to be able to see a connection in SQL Runner:

• They need a permission set that includes the use_sql_runner permission
• They need to have a model set that includes a model that is configured to access the connection
• This permission set and model set need to be combined into a single role

An easy way to give the user access to ALL connections which have models configured for them is to give them the manage_models permission.
