This error is indicative that you could be using a local backing key for encryption but we are unable to decrypt the saved ciphertext in the database with the provided key. Verify that you are using the key they should be in the LKR_MASTER_KEY_FILE env variable and that this database was always using this key and hasn't been moved to a new host with a different key.
