In general there is no way to prioritize queries or manage the query queue. Queries get queued according to the per user query limit and the max connections.

If we are looking to prioritize PDT builds on the database, we can use PDT override to specify a different database user for PDT builds. This is specific to query management on the database (i.e. by splitting per user query limits on the database) and not prioritization within Looker. More on PDT override here.
