No! Even if using the same email address, a user account on Instance A is not the same as the user account on Instance B. Even when a user has multiple instances (i.e. company.looker.com, company-staging.looker.com, companyonprem.looker.com)
Same goes for passwords. User could have set up different passwords for each instance.
Pro Tip: If a user does want standardized credentials across instances, you should consider another authentication provider like SAML or LDAP.
