Measures of type running_total are technically table calculations. It's a sum measure plus the running_total table calculation. For more context check out our documentation about measure type: running_total
Hence, it's not possible to filter on this kind of measure for the same reason it's not possible to filter on table calculations. You should make a sum measure instead, and then use the running_total table calculation. Then you can apply the desired filter to the sum measure.
