How do I change the base Looker URL for links in emails?

You can change this in Admin > General Settings in Host URL. This is the base instance URL used for links in emails. This includes scheduled emails, password reset emails, and setup emails.

Note: Make sure the Host URL uses http:// or https:// appropriately, based on your instance’s server configuration.
