Does the "Send Test" button listen to "Send if there are results"?

No. The "Send Test" button will always send the look, whether or not you have "Send if there are results" or "and results have changed since last run" selected.

If you want to test whether these options are working as expected, you should save a schedule that runs in the next five minutes.
