Does running a query from cache produce a new History ID?

Yes.

History view entries in system activity have a Result Source field that can either be "cache", "query", or null (for queries that don't return a result, in the case of errors for example).

Each new entry has a unique ID, but indicates whether or not it was run from the cache or not.
