Can you limit the number of accounts that can login to Looker if you are using Google Authentication?

No, you cant. If you are using Google authentication, then anyone with a Google account in that domain will be able to create a user in Looker.

However, if you set up authentication so that the default user role is empty, then they will have to be explicitly given permissions to do anything in Looker, they will just get an empty home page.
