Action Hub error: Errno::ECONNREFUSED: Connection refused - Failed to open TCP connection to localhost:xxxx

The Action Hub server has to be hosted separately from the Looker host with a publicly resolvable URL. This error may happen if you are trying to host on the same machine.

In one case, the problem seemed to be fixed by configuring "ACTION_HUB_BASE_URL" environment variable on the Action Hub host
