This error can be returned by the proxy that sits in front of the Looker server.
This seems to be controlled by the client_max_body_size on the proxy side, documented here:
http://nginx.org/en/docs/http/ngx_http_core_module.html#client_max_body_size
The default is set to 1M but we set it to 100M on our proxies for our hosted Lookers.
