Trying to create a custom filter that selects User IDs from a separate query (embed a query into a custom filter)

I’m trying to create a custom filter that selects User IDs based on specific criteria. Essentially embedding a query from a different report into the new report’s custom filter. So query 1 selects the User IDs, and then I want query 2 to use those User IDs to pull additional information. I have no idea how to do this - any ideas?
