Why does HTML link not work in dashboard but works in explore/look?

Hi,
 

I’m trying to create drill down analysis using HTML link and parameters. If I click on country and pass this country filter to ‘state wise sales’ dashboard then it works in explore or look but this html link doesn’t work in dashboard(not able to redirect to state wise sales). Below are some reference images,
 

When this parameter is country, I am passing another dashboard link in html

 

This is main dashboard from where I’m redirecting to state wise sales dashboard
This is state wise sales dashboard where user should redirect to

How can we make html link work in dashboard?
