How to exclude data that has a specific tag ( when there are multiple tags)

Hi, 

I’m new to looker.  I am trying to identify orders that are tagged as “test” to exclude them.  The problem is that orders can have multiple tags.  it could be tagged as “test” and as “international” as it was an international test order.

In sql, I would have a sub query that limited to only records that were tagged as “test” and then join that to the main table to exclude orders that were listed in that table.

How can i do this in Looker?  using a one to many relationship doesn’t seem to work
