editing lookml dashboard

Hi I am having an issue with editing a lookml dashboard that my org created. I can access and edit the file in a development environment but only through the code. I can only view the dashboard in development mode but cant drag and move certain tiles the way I want to.

I then tried looking at the same dashboard in a staging environment and it turns out I don’t have access to it in staging at all.

What can be done to remedy this issue?
