creating a measure to find # of users with X # of rows in a table at a time grain.

i’m looking to get the count of users with more than one ticket in a table that is at the ticket grain. So when i create a look at the weekly level, i’d like a calculation that can tell me the # of users with 2+ tickets within the week. 

Not sure of the best approach to do this with a ticket grain table, only solution i’m coming up with is creating a view/table at the weekly-user level.
