Need to send a report to targeted people within the scheduled report email list
WHERE the data has changed since the last schedule
FOR that specific person.
SO using user attribute to filter through the list of emails, and if the report is different for that specific user, then send the report, If not don't send the report.
Similar to an if else but for scheduled reports. Iterate through the list of recipients and send to the ones where the data has changed
