System User Activity dashboard - please explain discrepancy

In my environment, I count 15 with the Viewer Permission Set, 9 with the Admin PS, 1 with the Developer PS and 1 with the Viewer PS+system_activity. 

So why is the User Activity prebuilt dashboard showing 11 Admin/Developer Users?
