Customer dimensions/measure should be managed under a separate permission from create_table_calcuation

The new custom fields feature looks great.

However, it doesn’t make sense that both this feature, and the existing standard table calculations are both managed under the ‘create_table_calcuation’ permission.

Fundamentally, custom fields are a different concept to table calculations. A table calculation is a one-time field created which is only visible in a specific explore context, while custom fields are available on each explore, across contexts and users.

Some users should have the ability to create custom fields, which are visible across explore contexts, while other users should only have the ability to create table calculations in a single explore context.
