When will this be 100% rolled out for all? Also does Pooled Storage include shared drives for business starter

According to @wout 's post over at https://www.googlecloudcommunity.com/gc/Workspace-Q-A/Business-Starter-pooled-storage-not-working/m-...: 

Google Support mentioned in our ongoing ticket-thread that "Pooled storage will be enabled for your Google Workspace Business Starter subscription in the coming weeks with new admin controls." actually means "...coming months with Q1 2024 at the latest...".
