Migrate New and existing users from a Windows based environment to ChromeOS

Hello! 

What I am seeking to do is migrate users from an on-premise Windows environment to Google’s ChromeOS device management platform? Is that possible? I know the devices can be managed from the Google admin console but does the users actually stay on the windows side?
