I believe that you're trying to set a account on a android device, using Android Device Policy.

Did you downloaded manually or it was automatically downloaded when you setup the account?

If it was manually it will not work.

When you try to set up your account,it asked for Android Device Policy or Google Apps Device Policy?

If it was Google Apps Device Policy, your device is not compatible with Android Device Policy.

The problem is that Google Apps Device Policy is deprecated.
