Cloud Identity user cannot create document

I just created a Cloud Identity domain. I saw in the service summary, A 15GB storage was allocated to "end users", but as of now, when i try creating a document, it fails with error:

But when I try using Google Keep and Sites, everything works well.

Is this a problem or is part of cloud identity contract.

It is part of how Cloud Identity works. Cloud Identity users do not have access to Google Workspace core products such as Gmail, Docs, Sheets, etc.

Nice, I see now. 

From my understanding, A Google Workspace user should be able Google Workspace features. A Cloud Identity users should use Cloud Identity features. Google Docs, Keep and Meet are possible for CI users since it can identify those users using the products but not as if they're a Google Workspace user.

 

Correct. Cloud Identity is a product aimed primarily for Google Cloud, not Google Workspace. While Cloud Identity users can use *some* Google Workspace stuff, they can't use the Google Workspace core products. Those are licensed separately, sold as Google Workspace.

As the article you referenced states, some of those core products are accessible: "However, users can access Google Drive, Docs, Sheets, Slides, Keep, and Meet"

Cloud Identity users CAN use some core products in a limited capacity. For Google Drive, users can create documents in My Drive and View documents in a Shared drive.

In this case, the OP may have had a setting in Drive where the creation of Drive files was disabled. This could have caused the creation of Drive file in My Drive to show that error. https://admin.google.com/ac/appsettings/55656082996/data
