UX design for workspace?

Why doesn't google use a better UX design in its workspace?

I do get the efficiency of keeping the design and layout simple, in some ways I suppose that goes alongside Google philosophy, however, when it comes to functionality, surely a color-coded setup by default would provide a much better user experience.

For instance, folders could be given colors of priority. red for the top and yellow for the subfolders etc. The white background is calling out for pastel-style colour coordination and it would make navigating through my workspace so much easier. Anyway, I ain't a technical or a UX specialist but I am sure there are many around here who could engage in this topic and really make it fly.
