how to merge accounts/ link accounts

I have a google cloud account and google developer account. The progress I make on one account does not reflect on another.it is as if I am two different individuals using one E-mail address. how can I link my two accounts?

Those are separate profiles/accounts used for separate purposes. Even this forum is an individual profile.  It is neither tied to Qwiklabs/SkillsBoost nor Google Cloud.

In your Google Developer profile, you get a (single) badge for having a SkillsBoost badge, but they exist independently and relate to different activities.
