Configure VPC with no access to Internet

Hi,

I'm currently trying to finish up a lab exercise but not able to.  Appreciate your advise how this can be configured.  Here's the lab exercise.

The Database Network (VPC) Doesn't Have Internet Connection

For security reasons, you are requested not to publicly expose the MySQL resources (that listen on port 3306 TCP) inside the database-network (VPC), which means that it needs to be private and not reachable from the Internet.

I've created a subnet (database-a) in this VPC) and tried to configure firewall rules and also Private Google Access but the lab system says they are not the correct configuration.

Hope someone would provide some guidance here.  I'm still very new to GCP.  Thanks.
