Every time I try to create a backup appliance I get the error below no matter what region I choose. I want a standard persistent disk.

It looks like you don't have sufficient disk quota to do what you are asking the backup appliance to do 🙂 You are asking for 4TB of persistent disk. It's not a lot but not that little, either.  See if you can increase it in the Quotas view of Cloud Console?  Or maybe try using less volume, if that's appropriate?
