When using a double pivot in Table (Report) chart, the columns are ordered only by the 2nd line, and not 1st and then 2nd. It creates really weird situations, where when you tick Merge Headers, they are not merged because of the wrong order.
In the example below, I would expect all of the Steps to be together, but instead it is ordered by the 2nd row and not 1st and then 2nd.
BTW, when checking "Col Subtotals", the order is correct - but then you see (unnecessary) column subtotals...
