Looker Standard instance creation

I tried creating a GCP trail looker instance and carried out the following setup

1. Created a Oauth consent screen with allow external users , and configured the test users to control who can access the Looker web application , these users also have Looker admin IAM role.I also added looker.app in authorized domains for consent.

2. Created Oauth creds and added the URI of looker instance with /oauth2callback after looker instance creation.

I followed this https://cloud.google.com/looker/docs/looker-core-trial doc. for creating the instance but when users try to login using web URL they get the following error

any help regarding this error will be much appreciated. Thanks in Advance
