Looker API - Update User Attribute Group Value

I’m hoping somebody can help confirm the API user permission sets required to update a user attribute or a user group attribute via the Looker API.

When our API user has Admin access, they’re able to set/update a user group attribute. When that API user does not have Admin access, they receive a 404 error.

Does the Looker API user need Admin access to perform these types of requests?
