We have discovered an issue with the artifact registry, specifically when working with Maven packages. There's a circumstance where after a new artifact is uploaded unsuccessfully the repository refuses to accept any new packages.
Of note, an analysis was done of the traffic between Maven and the GCP artifact registry unearthed several duplicate and retransmitted packets from GCP before GCP terminated the connection by sending multiple reset packets. The symptom was consistent regardless of the internet connection utilized. This seems to suggest that the root of the problem may reside within the Artifact Registry product.
