Enable monitoring notification in Looker Studio

Hello,
I need to enable notifications for some monitoring metrics, but the bell does not enable it in any way, this functionality is still included in the Looker Studio documentation, can anyone tell me how to enable it or if it came out in the last update?

Please note that only tiles with at least one numerical measure or table computation in the visualization of the tile can have alerts set. You can either specify an alert condition that is based on "any" field or table calculation value, depending on the visualization style and the fields available in the dashboard tile visualization. Please make sure also that you have the necessary permissions in order to create or view alerts. You can check the required permissions here: https://cloud.google.com/looker/docs/alerts-for-admins

Thank you for the answer! Do you know if there are plans to make this Alert notification go to outside emails, other than limited to the organization's email? The alert function is great, but not being able to send it to the people who need it is very limiting.
