Unable to create VM in Free Tier

Hi GCP Community, 

I am trying to create a free GCP VM as specified by the free tier guidelines. And no matter the zone, the disk used on the instance shows a monthly cost of about $7 USD. 

Does this mean, the value is just an estimate and I will not be charged at the end of the billing cycle or I will be charged that $7 minimum? 

Here is my instance specifications:
