View and sync not as settings

I have selected a specific view on start for my app, but the users see always another view.
In addition I have sync on start enabled, but the app is always synced not as the last version.
What I missing?

The start view is only used when the app is opened for the very first time. After that, the app opens the latest view the app user has used.
