Row access policy is not working as expected

Hi Iam using looker studio to create reports and big query as data source. I have set row access policies for two differnet users but when I create a report as one user and share it to the other user. the data is not shown as per the row access policy instead it shows the data of the user who created the report. Can anyone help me solve this issue. Thanks
