LookML/Looker Developers not found

I have a GCP and Looker Studio Account,
I can enter Looker Developer Portal for developers,
But I do not see the normal UI to manage, create LookML, explore, models, etc.
I do not see how to activate Developers mode, just I think I do not have the option.

"Looker" and "Looker Studio" are completely separate BI tools with completely separate payment plans.
In order to see "the normal UI to manage, create LookML, explore, models or Developers mode" as you mentioned, I understand that you are expecting an access to the BI tool called "Looker" in this case.
A "Looker" instance should be enabled by GCP. I recommend you to contact your Account Executive of GCP and talk with him/her to discuss this if you want to have access to Looker. 
Looker Studio offers a free version and you should have access of it by default.
