Instance Edition is inactive when create Looker (Google Cloud core) instance

When I try to create an instance for Looker there is no opportunity to select neccessary edition. This occurs due to the inability to change the quota for the corresponding service  "Looker (Google Cloud core)".  This situation occurs for any region.

Did you try to connect with your Account Executive of Google? 
They may help you setting up the Looker instance.
