[Dialogflow CX] Whenever a user sends "Hi" or "Hello", the chatbot always goes back to the beginning

Whenever a user sends "Hi" or "Hello", the chatbot always goes back to the beginning. 

I assume that's because chatbot is always detecting the welcome intent. 

Is there any best practice for preventing the above situation?
