Filter if value exists and display multiple values

I’m not too sure how to phrase this but I have a field I want to return all values for if it contains a certain value. 

eg:

If I have 3 values 1, 2, and 3 in the results field I only want to return value 1 and 3 but only if value 3 exists. I can just filter for value 3 but then I don’t get value 1, and I can filter for both value 1 and value 3 but then I get results that only have value 1 and not value 3. Is this possible?
