New table visualization scaling

When bars are added in the new table viz option, they scale should show 0-100%. It is very misleading to show the lowest value as axis line.


Examples:

This looks great when the minimum values are close to 0:

This looks bad (extremely deceptive) when minimum values are not close to 0:

This should show a bar at 20% of max:
