Map dynamic highlights

Hello Community, 

 I am highlighting Countries with color and tooltip details, But Where us Map Visualization is not at all reflected with color pattern and all ? Would you please suggest me what necessary steps to fallow?

 My Condition is  : USA, MEXICO, CANADA AND Russian Federation Countries with stock outs as a measure.
