Map Chart - How to not reset color for dataless values every refresh?

I am using 2 map charts, one on top of the other, so that I can show both highlighted states/countries and also show individual cities that I need highlighted. I want the dataless values to be transparent so that the map underneath with the states is visible. But, everytime I refresh the dashboard it resets the dataless values to gray.

Any help is greatly appreciated!
