I have a shape file that’s the Gulf of Mexico. My data also contains boat vessels that are represented as points. Is there a way I can overlay the shape file in Looker Maps Viz while displaying the boat vessels as points on the map?

Yes, if your map is converted to TopoJSON file and the labels in the file are connected (equal) to your data then you can show it
