How to normalize the first number on a chart to 1?

Then have subsequent numbers on the y-axis be a factor of the first number?

I think such graphs are widely used in things like plotting an inflation graph where the first year on the chart, the consumer price index is normalized to 1, then subsequent years the index becomes 1.02, 1.05, 1.1, 1.13 etc.
